Offsite Housing Action Plan
Washington housing production remains fragmented across land acquisition, design, permitting, financing, manufacturing, procurement, and construction. Most projects are still delivered as individual transactions, which limits standardization, factory utilization, learning, and cost reduction.
Offsite construction changes the production model only when these elements are coordinated. A manufacturer cannot commit factory capacity without predictable demand. A developer cannot commit to an offsite system without confidence in financing, permitting, and delivery. A lender cannot underwrite a project confidently when the timing and risk allocation of factory production remain uncertain. And standardized systems cannot scale when each jurisdiction interprets requirements differently.
This Action Plan focuses on creating the conditions for these actors to operate as one coordinated system. HDC’s goal is straightforward: help Washington produce more affordable homes, more quickly, with greater cost certainty, through a coordinated housing production system.
Plan Priorities
This Action Plan provides the strategic framework for that work. It identifies four connected priorities:
- Build the evidence and operating infrastructure needed to make offsite production understandable, measurable, and repeatable.
- Align policy, regulation, and public capital to create predictable demand and remove barriers to industrialized housing.
- Build manufacturing capacity, workforce capability, and an ecosystem of practice around the needs of offsite housing production.
- Use coordinated pilot projects as a learning system that converts individual projects into a repeatable production pipeline.
These priorities are connected by design. Washington will not reach scale by solving permitting without financing, financing without demand, or manufacturing without projects. The work must operate as a system.
